Status in October 2026
Suriname does not have a dedicated local-content law. Local participation in the oil and gas sector is currently set mainly through clauses in petroleum contracts.[2][1]
A Local Content Board, operating since November 2025, is preparing a draft Local Content Law that is expected to be submitted to the National Assembly in 2027 after a national validation session.[1]
The government announced a National Local Content Programme for 2026, with regional hubs in Nickerie, Commewijne and Brokopondo for training, certification and financing of local players. Reporting on the programme indicated that foreign companies are expected to involve Surinamese workers, contractors and entrepreneurs, and that partnership with Surinamese companies may become a legal requirement.[3]
The government has framed oil and gas development as a vehicle for lasting knowledge and capacity in Suriname.[4]
What operators have committed
At GranMorgu's FID, TotalEnergies estimated local content at more than US$1 billion and more than 6,000 jobs in Suriname, with Paramaribo as the administrative and logistics hub.[5]
Supplier-development infrastructure that already exists
- Suriname Supplier Registration Portal (SSRP) — free supplier registration for the offshore oil and gas sector, managed by the Staatsolie Hydrocarbon Institute.
- Staatsolie's local-content and supplier-development pages.
- SITA's Linkages and Supplier Development Program and Local Linkages Survey, aimed at upgrading local suppliers to meet large buyers' requirements.
What this means in practice
Until a law is passed, local-content obligations differ by contract and are not fully public. Buyers' expectations are nonetheless shaping procurement now — through registration requirements, prequalification and evaluation criteria.
- Foreign suppliers: build credible Surinamese partnerships before the law makes them mandatory — late partnerships tend to be weak ones.
- Surinamese companies: invest in certification, HSE systems and documented track record; registration alone is not enough.
- Everyone: watch the draft law in 2027 — definitions of 'Surinamese company' and thresholds will decide who qualifies.
