Market landscape
The government publishes tenders on GOV.SR, frequently through the Ministry of Finance and Planning on behalf of line ministries. Early-2026 notices included a design-and-build contract for the Reeberg Block 3B housing development and school renovation works under a priority social projects programme.[1]
Infrastructure has largely relied on external finance — including from China, the EU, the Inter-American Development Bank and the Islamic Development Bank — and foreign investors may participate in infrastructure investment.[2]
Contractors must submit qualification documents to the Ministry of Public Works or the relevant authority before bidding. Foreign contractors may bid on any public or private works; foreign natural persons may not contract works in their own name.[2]
Suriname's road network is about 4,470 km, of which roughly 990 km is asphalt. There are no road links to neighbouring countries; crossings to Guyana and French Guiana are by ferry. Government plans include a deep-water port and a river bridge to Guyana.[2]
Where demand comes from
Staatsolie has sought contractors for civil and construction-related scopes, including pile driving and equipment foundations, mechanical and civil works upstream, and design and supervision of a new head office.[3]
RVO lists port development, infrastructure, offshore, construction, maritime and logistics among the opportunity areas for Dutch companies in Suriname.[4]
Development-bank-funded contracts follow the funder's procurement rules (often international competitive bidding), which favour bidders with documented track records — a reason foreign contractors and Surinamese firms often bid together.
