Who publishes what, where, under which rules — and how to read a notice's timeline before you decide to bid.

Five kinds of buyer

  • Government — notices on GOV.SR, frequently issued by the Ministry of Finance and Planning as Employer for line ministries.
  • Staatsolie — RFEoIs and invitations to bid on its procurement page.
  • Operators (IOCs) and their contractors — mostly through supplier registration (SSRP) and prequalification.
  • Development banks — projects they fund follow the funder's procurement rules.
  • Private buyers — direct sourcing; no public notices.

Government procurement

Notices on GOV.SR published from July 2026 state that in February 2026 the Republic of Suriname issued a Social Bond to finance eligible social expenditures and priority social projects. Notices under this framework cover school renovations, school equipment and furniture, hospital equipment, hospital digitalisation hardware, fertiliser and housing infrastructure.[1]

The Reeberg Block 3B notice states that bidding follows International Competitive Bidding procedures under Suriname's Social Projects Procurement Framework (February 2026), with a pre-bid meeting, a clarification deadline and a public bid opening.[2]

Fact

Contractors must qualify with the Ministry of Public Works or the relevant authority before bidding on works; foreign natural persons may not contract works in their own name. Some tenders are also advertised in local media or through embassy referrals.[6]

Staatsolie

Staatsolie lists RFEoIs and other notices with publication and due dates, grouped as open or closed. An RFEoI is a prequalification step: in the 2026 customs and freight RFEoI, only respondents meeting all criteria were to be invited to the Invitation to Bid.[3][4]

Operators and the offshore supply chain

Offshore buyers use the Suriname Supplier Registration Portal (SSRP) to find suppliers and contact them for prequalification, quotation or tenders.[5]

Reading a notice's timeline

Analysis
  1. Publication. The clock starts. Check whether documents must be requested by email.
  2. Pre-bid meeting / site visit. Often early and sometimes the only chance to meet the buyer.
  3. Clarification deadline. Questions after this date are usually not answered.
  4. Submission. Exact time and place matter — late bids are rejected.
  5. Opening and evaluation. Public opening for ICB; evaluation against the stated criteria.
