According to reporting on statements by President Jennifer Simons, a draft Local Content Law prepared by the Local Content Board — which has operated since November 2025 — is expected to be submitted to the National Assembly in 2027, with first oil from GranMorgu expected in mid-2028.[1]

Fact

Commentary in September 2026 noted that a basis for local content exists but that legislation can be developed further.[2]

Fact

The National Local Content Programme announced in 2025 provides for regional hubs in Nickerie, Commewijne and Brokopondo.[3]

Our interpretation

Foreign suppliers planning to work on GranMorgu-related scopes in 2027–2028 should assume local-participation expectations will tighten and structure partnerships accordingly.
