Companies registered on the SSRP are included in a database of potential suppliers and, depending on needs, contacted for prequalification, quotation or participation in a tender.[1]

How a Staatsolie RFEoI works

Staatsolie publishes Requests for Expression of Interest with a publication date and a due date on its procurement page. In the September 2026 RFEoI for customs clearance, freight forwarding and inland transportation, Staatsolie stated that the RFEoI would establish a shortlist and that only respondents meeting all criteria would be invited to the Invitation to Bid; non-participants would not be considered.[3][4]

Missing an RFEoI can mean missing the tender entirely. Treat RFEoI deadlines as bid deadlines.

Step by step

Analysis
  1. Identify the buyer. Staatsolie, an operator, or a tier-1 contractor? Each buys differently.
  2. Register. SAP Ariba for Staatsolie; SSRP for the offshore sector. Keep company data, certificates and references current.
  3. Monitor notices. Staatsolie's procurement page and operator/contractor channels. RFEoI windows are often two to four weeks.
  4. Prepare a prequalification pack. Capability statement, comparable experience, operational capacity, financial standing, HSE system and certifications.
  5. Partner where you are weak. Foreign firms without local presence and Surinamese firms without track record each benefit from the other.

Why partnering matters

Fact

Suriname has no local-content law yet; a draft is expected in 2027. Participation requirements currently come from contracts and buyers' evaluation criteria.[6]

Our interpretation

In practice, buyers favour suppliers who can show both capability and local delivery. The fastest route for many international suppliers is a documented partnership with a Surinamese company that is already registered and known to buyers.
